Единого наднационального подробного нормативного акта пока нет.Цель исследования: провести анализ имеющейся национальной и международной нормативной базы по регламентации медицинского обеспечения соревнований с последующим формированием общего алгоритма и единых требований.Материалы и методы: анализ литературных данных и собственного опыта.Результаты: Авторами изложены общие принципы организации медицинского обеспечения спортивных мероприятий на основе анализа собственного опыта и рекомендаций международных организаций. Основные принципы апробированы на ряде крупных спортивных мероприятий, и носят практико-ориентированный характер. В основе подготовки регламента должен лежать нормативный акт международной федерации по виду спорта, скорректированный с учетом национального законодательств и масштабности проводимого спортивного мероприятия и собственного опыта проведения подобных мероприятий. Практической значимостью работы является предложенная схема организации медицинской помощи на спортивном объекте. Количество медицинских бригад и медицинских пунктов на каждом спортивном объекте определяется организаторами спортивного мероприятия в соответствии с утвержденными национальными и международными правилами; оснащение медицинских служб определяется нормативными правовыми актами Министерства здравоохранения.Заключение: Медицинский регламент должен содержать общие положения, принципы защиты здоровья атлетов, реализацию антидопинговых правил, соблюдение техники безопасности на объекте. Требования к медицинской службе соревнований к персоналу, объекту, медицинскому пункту арены, особые условия обеспечения соревнований, взаимодействие со службами допинг-контроля; ведению учетной и отчетной документации выделяются в отдельную подробно описанную главу. Особое место и обучение практическим навыкам должно быть уделено алгоритму действий при возникновении чрезвычайных ситуаций.</p></abstract><trans-abstract xml:lang="en"><p>Organization of medical support for major international events is one of the major challenges for organizers. There is no single supranational detailed normative act yet.</p><sec><title>Objective</title><p>Objective: to analyze the existing national and international regulatory framework for the regulation of medical support for competitions with the subsequent formation of a general algorithm and uniform requirements.</p></sec><sec><title>Materials and methods</title><p>Materials and methods: analysis of literature data and personal experience.</p></sec><sec><title>Results</title><p>Results: The authors set out the general principles of organizing medical support for sports events based on an analysis of their own experience and recommendations of international organizations. The basic principles have been tested at a number of major sporting events and are practice-oriented. The preparation of the regulations should be based on the normative act of the international federation for the sport, adjusted taking into account national legislation and the scale of the sporting event being held and our own experience in holding such events. The practical significance of the work is the proposed scheme for organizing medical care at a sports facility. The number of medical teams and medical centers at each sports facility is determined by the organizers of the sports event in accordance with the approved national and international rules; the equipment of medical services is determined by the regulations of the Ministry of Health.</p></sec><sec><title>Conclusion</title><p>Conclusion: Medical regulations should contain general provisions, principles of health protection of athletes, implementation of anti-doping rules, compliance with safety measures at the facility. Requirements for the medical service of the competition for the personnel, facility, medical center of the arena, special conditions for ensuring the competition, interaction with the doping control services; maintenance of accounting and reporting documentation are allocated in a separate detailed chapter.
